Kuwait Driving License Guide: Eligibility, Ministerial Criteria & Licensing Roadmap

Licensing Authority: General Directorate of Traffic (GDT)  |  Supervisory Ministry: Ministry of Interior (MOI)  |  Governing Statute: Ministerial Decree No. 270 of 2020 & Traffic Law (Decree-Law No. 67 of 1976)

Motor vehicle operation in the State of Kuwait requires an officially certified driving credential administered by the General Directorate of Traffic (GDT) under the Ministry of Interior (MOI). Governed by Ministerial Decree No. 270 of 2020 amending Traffic Law executive regulations, licensing requirements for expatriate residents are strictly tied to lawful residency duration, attested educational credentials, and minimum salary floors. While citizens of GCC member states qualify for direct reciprocal conversions, first-time applicants and non-exempt expatriate residents must satisfy statutory eligibility thresholds before securing a learner permit (Istimara) and passing computerized theoretical and practical driving examinations.

Licensing Dimension Statutory Provision & Procedural Standard
Minimum Statutory Age 18 solar years for private light motor vehicles (Category B) and motorcycles; 21 solar years for heavy transport and commercial vehicles
GCC Direct License Conversion Immediate reciprocal exchange without driver training or practical road exams for valid national licenses issued by Saudi Arabia, the UAE, Qatar, Bahrain, or Oman
Expatriate Baseline Criteria Minimum registered monthly salary of 600 KWD, 2 continuous years of legal residency, and an authenticated 4-year University Degree
Learner Permit (Istimara) Issued via the governorate Traffic Department upon approval of degree authentication and employer authorization; renewable throughout driving instruction
License Validity & Digital Access Linked directly to the applicant’s legal residency validity; available digitally through Kuwait Mobile ID (Hawyati) and Sahel, with smart cards printed via automated MOI kiosks

1. Direct Conversions & Ministerial Exemptions

Under bilateral conventions and specific clauses within Ministerial Decree No. 270 of 2020, designated jurisdictions and technical professions are exempt from standard expatriate licensing prerequisites:

Conversion & Statutory Exemption Classifications

  • • GCC National Licenses: Valid licenses issued by GCC member states are eligible for immediate direct conversion upon presenting an active Civil ID and completing an accredited optical evaluation.
  • • Specialized Professions: Judges, public prosecutors, university lecturers, physicians, pharmacists, and certified engineers are exempt from both the 2-year waiting duration and the 600 KWD salary threshold.
  • • Kinship & Diplomatic Exemptions: Non-Kuwaiti spouses, children, and widows of Kuwaiti citizens, along with accredited foreign diplomatic personnel, receive full exemption from degree, salary, and residency length conditions.
  • • Executive Officers: General managers, commercial directors, and corporate executives holding university qualifications are exempt from the 2-year prior residency requirement.

2. First-Time Applicants: The Training & Testing Pipeline

Expatriates and first-time drivers undergoing standard licensing must progress sequentially through the following procedural stages:

Procedural Stage Statutory Requirements & Activity Statutory Tariffs
1. Document Clearance Verify 600 KWD wage on work permit, MOFA degree attestation, and company authorized signature (Itimad Tawqia). Statutory documentation fees apply
2. Issue Learner Permit (Istimara) File application at the Governorate Traffic Department to obtain the official driving learner permit. 10 KWD
3. Medical & Optical Exam Undergo visual acuity and blood type evaluation at an authorized Ministry of Health (MOH) medical center. 2 KWD – 5 KWD
4. Theoretical & Road Test Schedule test via ttd.moi.gov.kw; complete computerized rules/signs evaluation followed by practical vehicle handling test. 10 KWD (per attempt)
5. Final License Issuance Activate digital credential on Kuwait Mobile ID or print physical smart card at MOI self-service automated kiosks. 10 KWD (annual fee per residency year)

3. International Visitors & Job Designation Compliance

Motorists driving under temporary visit status and expatriates transferring employment designations operate under strict regulatory controls:

  • International Driving Permit (IDP): Individuals on short-term business or tourist visit visas may drive rental cars using a valid IDP combined with their original domestic driver’s license for the duration of the visit entry period.
  • GCC Driving Licenses: GCC citizens may operate light motor vehicles directly using their valid home country GCC driving licenses during entry into Kuwait.
  • Residency Cutoff & Employment Changes: As soon as an Article 18 work residency or Civil ID is finalized, driving under an international permit is strictly prohibited. Furthermore, under Article 2 of Decree No. 270/2020, if an expat driver transfers to a non-exempt profession, experiences a salary reduction below 600 KWD, or cancels residency, the driving license is automatically canceled in the central MOI database.
